The directories listed below are free. However, some may require a reciprocal link from your site. Most of these directories also offer featured listings for a fee.

DMOZ Open Directory ProjectPageRank 8
DMOZ is one of the most well know directories on the internet. Getting listed in this directory can drive a lot of traffic to your site and improve your visibility on search engines.
Unfortunately, it can take months to get listed, if your website is accepted at all. Each website is manually reviewed for approval. The delay in listing your website depends on the backlog for the category you select. Make sure to select the appropriate category or your submission will be delayed.
The process is not transparent, and it is difficult to acertain if your website will be listed at all. But if you do get listed, you'll get a very valuable link.
Librarian's Internet IndexPageRank 7
The Librarian's Internet Index misssion statement reads "The mission of Librarians' Internet Index is to provide a well-organized point of access for reliable, trustworthy, librarian-selected websites, serving California, the nation, and the world."
The selection criteria for the website are intended to ensure that sites listed provide quality information that is credible and freely available.
InfoListings DirectoryPageRank 6
InfoListings has several listing types: Free, Free with Reciprocal (Link Back), Quick Review ($19.95) and Guaranteed Inclusion ($29.95).
InfoListings has recently (As of June 1, 2008) added regional categories to it’s directory. All US states are listed. Under each state you can find all the of directory categories. Listing under California->Automotive may help your listing from being buried by the sheer number of listings in the entire country. It may also help users from your region find you more easily.
EzilonPageRank 6
Ezilon focuses on Europe and offers free and paid listings. Free submissions may take 6 months or more to process. You can purchase a priority listing for $69. Priority listings will be processed within 48 hours.

Most Popular Sites (MPS)PageRank 6
To add your listing to Most Popular Sites you’ll have to register with the site. Then log in and navigate to the appropriate category for your site. Click the submit website link, and fill out the submission form.
Most Popular Sites also ranks websites. Rankings are determined by the number of votes they receive. Listed websites can include a button that links to the MPS vote page. The more clicks this button gets the higher the website is rated.

GimpsyPageRank 6
Gimpsy has three types of listings; Free, Standard, and Premium. The free listings will take a minimum of six months to be included, unless you create a reciprocal link to Gimpsy. Adding a reciprocal link can reduce your wait time to 30 days, if your offer is accepted. Reciprocal links from your homepage are preferred. Note: this only speeds up the decision making process it does not guarantee your site will be listed.
Standard listings cost $29. Your site will be reviewed within 30 days. If you are accepted you will get top position for the first 30 days. If your site is not accepted you will not get a refund.
Premium listings cost $49. Your site will be reviewed within 72 hours. If you are accepted your site will get a top position for the first 180 days. If your site is not accepted you get a partial refund of $20.

JoeAntPageRank 5
Joe Ant is a directory run by volunteer editors. It receives plenty of traffic according to it's Alexa ranking.
To be eligible for free submission of sites you must register as an editor. Otherwise the cost is $39.95. Editors review the sites that have been submitted. Sites that get the best reviews get better placement in the directory.
Bee DirectoryPageRank 5
This directory will create thumbnail of your home page and display it next to your website description.

Directory ERPageRank 5
This directory has three listing types: Regular, Regular with Reciprocal Link, and Featured. Featured Links have the based placement and cost $10.

Effective DirectoryPageRank 5
Effective Directory orders its listings according to PageRank. All the links in each category are displayed on a single page. So the link to your site will be close to the home page, but will contain many other links with it.
This is beneficial for people with low PageRank sites that would otherwise be buried deeper in the site. Howeve, high PageRanks sites are harmed because they would be on the first page anyways but that position is devalued because it contains so many links.

Directory offers sponsorship opportunities. Sponsors will have their link on the front page. Links from the front page are the most valuable in terms of increasing PageRank and website visibility.

Canadian internet directory. They review the sites that are submitted and emphasize those from Canada.

SearchtheWebPageRank 5
This is a “Best Of” directory. Each subcategory typically has only one page of about 10 to 15 links. So it can be difficult to get listed accepted, but if you do, the competition for clicks will be limited. It is likely that the link will also be valued more highly by search engines.
SearchtheWeb does not say how long it takes to review submissions.
Search SightPageRank 5
Search Sight creates a thumbnail of your page and displays it with your listing. They respond pretty quickly getting your listing up in a few days if it is approved.
To submit a site you will have to create a login. You can then manage all your submissions through your account with them. This is a good directory, but they will put your email on a mailing list. So if you don’t want to get emailed offers, you should use an address exclusively for directory submissions.
IllumiRatePageRank 5
Illumirate is directory built around a community that reviews sites. People give their opinions of your site and either a positive, neutral or negative rating. These ratings influence where your site is placed.
Each site must be listed in the deepest subcategory of each directory. Entries in parent categories are composed of the top rated sites in the subcategories. So the best reviewed sites bubble to the top.
World Site IndexPageRank 5
A Notice on this site reads “Free submissions are disabled from close of business on Fridays to start of business on Tuesdays.” Keep this in mind.
Their guidelines state that they do not accept “sites that have a limited life.” This seems to imply that if you are trying to promote a new site this may not be the right directory for you.
There is an expedited review process available for around 12 British Pounds. They also have a handy currency converter. If you choose the free submission process there is no guarantee as to when your site will be reviewed.
A reciprocal link is not required, but it will improve the position of your listing.
GeniusfindPageRank 5
Here is what geniusfind says it is looking for in order of importance
- Any large, specialized, searchable database on any topic. This is mainly what we want on Geniusfind. Give us one of these, and it will probably be included.
- A large, extensive site dealing with a specific topic. We will include a link to this kind of website in our Search Engines section if it has an in-site search engine that will allow users to input a keyword to find exactly what they're looking for.
- A comprehensive list of links covering all aspects of information on a certain topic. If it is the kind of page that users can go to and find links to everything they're looking for on a subject, we'll include it in our Page Links section.
- A large, extensive site dealing with a specific topic. We will include a link to this kind of website in our Page Links section if it does not have an in-site search engine.
They appear to have a fairly strict review process. You should look over their criteria carefully. If you feel you might not meet them all submit to other directories first.
